Discover Mode

I have a few remote phones (9608G) that randomly go into Discover mode. Sometimes they recover after a few seconds, minutes. Other times they remain in Discover mode until the user power cycles the phone. Am I correct in assuming that it's not a phone or IPO problem but rather a network problem either in the user's home network or the customer's network/internet circuit?
 
It's a network problem between the phone and the IP Office. Any equipment/routes/cables between those two devices can cause this.
