Disconnecting from a dial-up connection

I must use a dial-up internet connection on a remote W2K workstation. The workstation has and administrator account and several standard user accounts. When standard users access the internet via the dial-up connection, they cannot auto disconnect or manually disconnect. When they try to log off as that user, the system crashes as the dial-up connection is still active. The administrator accounts are able to disconnect and log off without any problem. Any suggestions?
