Disconnect a line in use

Is there a way to disconnect a line that is in use? The internal line on a user's phone remains in use, but no one is using it. I'd like to kill or disconnect the line, if possible.

I'm not sure what details i need to provide about our phone system. Unfortunately, i really have no idea. Its norstar something, i believe.

You can disable the card in Maintenance in programming or unplug the system. If your system retatins it's programming in power outages you should not lose your programming.
