Does the crashed hard drive have to be replaced with its exact copy in order for ArcServe's DR option to work properly?

Not nessary you can put any hard drive which has same or higher capacity

The controller is what makes the drifference not the drive.

So for instance replacing a drive on the same controller is no problem. Replacing an IDE for a SCSI, or going from one model SCSI controller to a different one is a big problem.
