Can a second Exchange server off-site be set up in a single domain that will mirror or backup the email accounts on the original Exchange server?

(I know it's possible to add a second Exchange server that runs an independent set of email accounts, and simply forward email from the accounts on the first server to the accounts on the second server. What I'm more interested in is whether a second Exchange Server can be set up to backup and maintain the same accounts the first server manages. So in an emergency where the first Exchange Server goes offline, we can change the DNS pointer/IP address at Covad and have the second Exchange Server immediately take its place. )

The only thing I have ssen so far are 3rd party solutions.

Xosoft for example.
