Disaster of failed Download/refuses to uninstall 1

You DID restart your pc right?
If you did and its still there, delete the folder it installed to (c:\Program Files\Child Security Programm).
Then ask Google to find a program called RegClean. It is a free program made by Microsoft. This will go through a portion of Windows you should never know about and make sure everything is in order. You'll probably have to run it more than once; just keep running it until it says that it didn't find any errors.
