Disappearing Toolbar Excel 2013

I have built an Add-Ins toolbar in Excel VBA. Sometimes when I open a spreadsheet the ADD-INS heading is missing. I go to DEVELOPER and Add-Ins and see that my add-in is checked.

Is there a setting I need to do? I am about to share this with the rest of my workgroup and want to make sure they don't have to jump through hoops.
