Disappearing Textbox in View Normal mode Word2003 1

I have windows 2003 SP2.

We have a template document that we have been using for "Change Management" for a few years.

In one section there is a TextBox.

If I click View > Print Layout the TextBox is visible.
If I click View > Normal The TextBox isn't visible.
(the textbox wrapping style is "in front of text")

In either case, print preview shows the TextBox.

What am I not understanding about View > Normal mode/
 
A textbox is considered a graphic object and graphic objects do not show in Normal View.
