Disappearing Outlook 2003 Shortcuts

I got a user that keeps using losing his Outlook Shortcuts each time he exits Outlook. i have tracked down a file that stores all his customised shortcuts/calenders/etc, OUTLOOK.XML. This file truncates.. it will go from be a 20kb file to 12kb after closing Outlook, hence losing his shortcuts.

Is there a fix out there??
