Disappearing custom menu in Access 2007

We have a custom menu in our Access 2000 project application that occasionally disappeared. We simply clicked on 'View' on the tool bar and reclicked in in the menu bar options dialogue box. Now, in Access 2007, the custom menu bar converted OK, but again, it occasionally disappears. Now, however, there is no 'View' on any tool bar to get it back. Clicking on the form's propery menu option and in the Access Options 'Current Database' options don't bring it back either. The only way we can see it again is to show the "Add In" tab in the ribbon, but that gives our users access to other commands.
Any ideas on how to get back the disappearing customized menu bar?
 
1. Have you researched to see what causes it to dissappear?
2. Have you looked into adding some VBA code into the form_load event, or whatever event would work best, for ensuring that the menu is loaded?

Can't nail down what causes it to disappear. Its extremely ramdom among our 20 or so users and happens in the middle of the day, rarely at start up in the morning.

Also, the problem can be seen even before a form is loaded. For example when I look at the db in database view on the PC of the user who has the problem, there is no Add-Ins tab on the main ribbon. From what I've read, Access 2007 hides this tab if it does not detect any customized menus. Somewhere, when the db is loaded, not yet launched, it is not detecting the customized menu. Don't know. Trying lots of stuff, might have to open a new project and import all the forms, etc. into it and see what happens.
