Disallowing a full shutdown

I've read many threads before, and many registry settings; but none have worked.

I need a way to prevent users to shutdown their PC. I even tried the WinLogon key to change it from 1 (poweroff) to 0. Nothing seems to work.

I simply want the users to reboot their machine, and if they power it off; it still reboots. Anyone?
 
Go under Local Security Settings -> Local Policies -> User right Assignments -> Shutdown the System. You can assign where only certain groups can accomplish this.

If anyone calls and says "I know a little something about computers" just tell them to reformat it.
 
Ya... I tried that, and only admins and system have access to do that; but still nothing..

Ugh.
