Disallow users to add programs

I want to disallow users to right to install program on their desktops. The clients are w98 and NT the servers are NT. Also a citrix box, any help gratefully received

With NT you can go to user manager, policies, and user policies and change which group can to what.

If you want a single program that can restrict all sorts of stuff try FolderGuard Pro.
I use it here. Although Policies are great they are a bit of a pain if you need to work on the machine with the restrictions turned off, you end up having to set and un-set them. I personally use a combination of both policies and FolderGuard.
