Disabling web sites from users

Is there a way of disabling web sites from users.
I have tried using restricted web sites from the internet options and found that a user can still see the site.

 
What are you trying to achieve?

Are you trying to block anyone from accessing a site from your own PC, or are you trying to block surfers form seeing your site over the net?

To restrict access to a particular site...

Click Start, point to Settings, and then click Control Panel.
Double-click the Internet Options icon.
Click the Content tab.
In the Content Advisor area, click Enable.
If you've already enabled Content Advisor, click Settings, and then type the supervisor password.

Click the Approved Sites tab, type the Internet address (URL) of a Web site, and then choose whether you want others to always or never have access to this site.
Repeat this process for each Web site that you want to set access for.

To block the site from view over the net then you will probably need to set up some sort of login script..
