Disabling the Address Bar in Windows 2000 server

I am Running 2000 server with Citrix Metaframe. The problem I am having is trying to lock down my Thin client users from having access to the internet. I've already disableb Internet Explorer, but haven't found a way to disable the address bar, which takes them to the Internet. I want to be able to use the internet on the server, while restricting all the users to the server. So is there a way of disabling the address bar?
 
Not exactly sure how to do it, but I am sure it could be done with policy editor. Run "gpedit" and look around in there.
