disabling terminal ports...

Hello,

When I setup a terminal via SAM on HP 10.20 I can set the Baud rate to 2400 and it enables the port. But I need this port to be disabled. the only way I see to do this is editing inittab. When I do this the speed reverts to 300B and nothing changes it. I need it to be disabled and 2400B any ideas?
