Is there any registry setting I can change to stop users accessing the "Internet Options" in Internet Explorer? I need to stop users changing the proxy server which I have set....

start-run-gpedit.msc

browse to user configuration, administrative templates, windows components, internet explorer, internet control panel. set the "disable the connections page" to "enabled.

Does this mean that I can use this to restrict Internet Access to prevent access to a speified web address ?

No, but you can assign a false proxy address to the web site. This will give you the extreme example:

In addition, you can do this several other ways:

. by making a HOSTS file entry pointing to 127.0.0.1 for the website;

. with parental controls;

. by using Internet Options and making it a restricted website.
