Disabling Downloads while retaining PDF reading

I admin about 200 Internet kiosks. The problem we have is I disable downloading files to keep people from downloading .exe, .zip, etc. but it also disables the ability to load pdf's in the browser. The only work around I can find is installing adobe reader 6.5 as it still loads a pdf with the downloading disabled. But the problem with 6.5 is it locks up our interface quite often. So I am wanting to upgrade to 7.0 or 8.0 to see if it will help with the locking up of our interface. Anyone know how to restrict downloading while also alowing 7.0 and 8.0 of adobe reader to load pdf files?
