Disabling and filtering chargen and echo services

Need some expert help on this. After an ISS scan, a UDP Port Denial of Service Attack was found as a vulnerability in my HP-UX, the soltution is;

1. Edit th inetd.conf
2. Comment out echo, chargen etc.
3. Cause the inetd process to reread the configutaion file (e.g. by sending it a HP signal)

I can do #1 and $2, I was wondering if someone can shed some light on #3. Advance thanks!
 
/usr/sbin/inetd -c (this will reread the configuration)
