Disabling 411

I need to disable 411 in our system. Our Business Adminstrator doesn't want to pay the charges anymore. Can someone help me with this?

Raise the FRL on the N11 table so no one has permissions, AND THEN MAKE ANOTHER ROUTE FOR the 911 calls with a low FRL, so anyone can dial 911.
