Disabled Submenu

I never knew that menus could be such a pain.

Using the menu designer I have a few submenus. Everything in the submenu's are disabled. But I can still run procedures from the menu itself. I cant have everything in the main part of my menu because it is too cluttered.
This occurs immeddiatedly upon program execution. There is never a point in which it is enabled.

I'm not quite clear on whether you want your submenus disabled or if they are disabled but you want them enabled? Are you using any "skip for" logic?
You might try Compiling the menu and then look at the code in the resulting *.mpr file -- post a portion of the code so we can look at it.
