Disabled Script/CSS

Hi,
I have been working with a user who, when browsing our intranet site would get a weird error. When she first visits a page all the scripting and CSS will not render. We have some menus that are created through PHP and javascript, along with other CSS to display the page. When she first visits it, all these will be disabled (it looks the same as disabling javascript and CSS for those who use FireBug). When she clicks refresh everything displays like it should. This is the only user who is having trouble, and it only happens the first time, a refresh will fix it. No trouble in firefox, just IE. Thanks for any insight.
