disabled rules

We have a legacy CP firewall, there are currently a number of security and NAT rules which are disabled. The firewall is in the distributed model, so do the disabled rules get pushed to the enforcment module when Policy is pushed? and If they do, would deleteing them improve system performance with regards to CPU and memory(RAM)?
