disabled desktop personalize with gpedit

I was tightening up a terminal server using gpedit.msc, when somehow I disabled desktop personalization. If I log on as a user, right click desktop, and choose personalize, I get the message "restrictions - this operation has been cancelled due to restrictions in effect on this computer." I have set them all back to "not configured" and have even set some to disabled or enabled or whatever was the opposite, thinking maybe setting back to not configured doesn't actually reverse the changes. I then wait 10 minutes or so and reboot, but the problem persists. Any ideas what I changed? Of all the changes in 2008, I was really hoping they would put a stinking search feature or SOMETHING in there to make it easier.
 
Try running a GPUPDATE rather than just waiting 10 minutes. It can take time for the new GPO to replicate through your environment amongst DCs, and then on top of that there is a refresh interval for servers and desktops. GPUPDATE will immediately refresh group policy for the machine that you run it on, though you may still need to wait for AD replication for the policy to hit all DCs.
