Disable Windows Explorer to prevent users from logging off p/c

We want to disable the explorer process from processing on a p/c. (That's Windows explorer, not Internet).
We have a p/c on the network that is used for internet usage only. P/C is configured to auto logon to network and auto start Internet Explorer. We want to restrict everyone from 'playing' on this computer, so we want to disable Windows Explorer or find some way so that there is NO taskbar and no exiting the Internet Explorer. All suggestions would be helpful. Thanks.
 
I am currently doing exactly this for a public internet cafe situation - with the exception of disallowing log off.

Personally i would leave users that ability and just make sure that username and password is available by the machine - there may be times when YOU would need to log onto the machine as admin. You can restrict which domain accounts are allowed to use the workstation to prevent users playing with their own accounts.

I locked down my machines using group policy, there are settings to remove windows taskbar so you get an 'empty' desktop - no explorer interface. i also then set NTFS permissions directly on the Explorer.exe file.
