disable the ability to run .exe files from My Documents

I have a W2K3 SP2 where users connect via terminal server. The My Documents folders is redirected to a file server. User have figured out that they can run/install software if the location is their My Documents. Is there a way to block this .exe files from being run out of the My Documents folder??

Upgrading to W2K3 R2 is not an option for now...
