Yes. If you disable that, there will be no mechanism for mail to go outside, unless a user configures their mail client to do that on its own.

You can get around this by blocking SMTP traffic on your firewall except for your mail servers. This is also good to limit damage from virus/worm infections as most worms have their own SMTP mailer.
