Disable Shotcut Keys I.e Ctrl+C, Ctrl+V Etc

Hello to all,

is it possible to dissable the shotcut keys for Cut, Copy and Paste etc. just under Windows XP itself, I still need the keys to be active under Office etc. Alkso does anyone know how to restrict the type of files a user can save to their my documents folder held on a win 20003 server i.e by file extension.

Any help would be great
