Disable Server Restart in Terminal Services

I have set up Terminal Services successfully and would like to know how I disable users from restarting or shutting down the server instead of just loggin off.

Unforuntely I have a few dim users that, even after training, cannot grasp the fact only to log off.

hi,
are you sure that no-admin users see shutdown+restart
choice ?

However ther is a Policy (if you can use) for this purpose,
to hide Shutdown Tab in start Menu and show logoff.
