Disable "Wait for dial tone ..."

Hi,

we have to make a W2K update for more than 3000 notebooks.
Some modems have problems with "wait for dial tone before dialing" enabled, there are no problems when this option is disabled.By default this option is enabled after recocnizing the modems or adding a new modem.
Is there any registry key or script or ... to disable this option by default.

I hope someone could help me.
