Disable "Open - Other User's Folder"

Any client can go to File, Open, Other Users Folder

Then access any users inbox they want. Bad.

Kind of the same thing if they go to Tools/Email Accounts/Change Existing/Change/More Settings/Advanced Tab/Add

They can go thier and add whoever they want and see all thier email.

Do you guys think I have a permission problem wrong on the server, or maybe i have the admin user/pword stored on thier computer in the network keys or something? Im not sure what to try first.

Just to clarify, you are talking about users using Outlook.
Then Yes, you have a permissions problem that somehow is giving erveryone the right to access other mailbox's. Yes, I agree... BAD.
How to check:
1. In AD, Check user accounts in AD -> Exchange Advanced Tab -> Mailbox Rights button.
2. From Exchange Manager check your delegation. Rights are populated from the Top Down. Usually I will check the server to see what rights have been assigned. Right-Click Server name -> Properties -> Security Tab.
Make sure you understand what each permission is used for before making changes, you do not want to render your Exchange system unusable.

For example, You should see the everyone group with special permission assigned. Don't assume that this is the issue and remove the group, you may cause more harm then good.

I would make sure I understand what the default permission are and used for. Then I would make the appropriate changes...
