disable outgoing mail in outlook

I'm looking for a way to disable outgoing mail for a single user account in outlook 2003 and exchange 2003.
I managed to disable incoming mail bij simply forwarding incoming mail to a junkmail account, for this user only.

But what about outgoing email. Mind that al other options in outlook like agenda should still work.
