Disable mouse wheel

How do I disable the mouse wheel so that the user does not accidentally turn the wheel and change the current record on the form they are viewing?

Please note that when people ask for ways to disable the mousewheel, they're trying to enforce something without using the Access form event model properly. See this other similar thread to see what I mean:
