Disable mouse over popups

I know this sounds strange... but I have a customer who is annoyed by the little tidbits of info that appear when ever you pass your mouse over an object. Is there a way to disable this?? Any help would be greatly appreciated!

Value Name: EnableBalloonTips
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disabled, 1 = enabled)
