disable mailbox only

I want the ability to disable and enable mailboxes in Exchange 2000 but without having to disable the accounts in Active Directory?
What is the best method of doing this?

Allow the user to log onto the domain and be authenticated by AD, but not be allowed to send/receive emails.
This would only be a temporary measure.

Exmerge the mailbox, remove the mailbox.
Then reverse when you want to give it back to them.
 
But if I do this do I lose the contents of the mailbox?
 
Please excuse my ignorance but how exactly do I "exmerge" the mailbox?
