I would like to know how to disable long dialing on specific set. Does anyone have a suggestion?

change the restriction filter under T&S for the particular extension to filter #01, or create your own custom filter.

If you use filter 1 you probably need to add exceptions for 866 and 855

If voting could really change things, it would be illegal.

Build your own filter and deny 9-1 or deny 1. It will depend on if you are using Line Pools or COT's to dial out.

If you are going to build your own as suggested you also want to deny 0 so calls can't get to the operator.

If voting could really change things, it would be illegal.
