disable internet explorer

There's a person that works with me that has found how to enable the connections panel of the tools of internet explorer(they where disabled in regedit), and disable the proxy server of the domain. Now he open the internet explorer without any problem. Is there any other way to avoid him connecting to the internet, or disable completly the internet explorer in the computer?

Reconfigure the network in such a way that outbound connections have to run through the proxy, that not using it means connections won't leave your network.
