Disable Instant Messanger from being run

I have a network of 4 Win98 machines and would like my users to be blocked from using IM on their machines. I uninstall it but it is installed again. Is there a way for me to block the exe from being run, or anything else I can do on the machine.d

Is there a policy that IM is not to be used? If so then anyone who is caught installing or using it should suffer the consequences...That said, how are the machines connected to the internet? If you have a router/firewall then IM can be stopped. Read here:
