Disable Format Hard Disk Partition

I have a 40 GB Hard Disk Which hosts three OSs - Windows 2000 in three seperate partitions. Partition 1 (C) is 2 GB and is FAT 32. Partition 2 (D) is 6 GB and NTFS. Partition 3 (E) is 6 GB and NTFS, Partition 4 (F) is 6 GB and NTFS. Partition 5 (D) is 20 GB and NTFS. The boot loader (or boot.ini file resides in C, and selects the required OS on user request. Assuming that I dont want to hide it, How can I disable the formatting of the C drive, which does not contain a system OS ()but if formatted will not allow the bootup since all boot files are located there.
