Disable - Detection of new hardware

How does one disable MS Windows 2000 ability to discover and add new hardware automatically. Because I was wondering if W2K can be setup to work in this manner when an administrator or equiv. is logged in.
 
This behavior is the PLug and play engine that runs from your bios all the way through into your software...it is what computer developers have grown to be quite proud of...Some Bios have the ability to turn off Plug and play. The ability to allow the Admin to have it continue would not happen if you used the Bios Setting...so a possibility is to make sure that standard users do not have any administrative install privilages. Use Group policies to try to sever any possible install privelages to standard users, possibly this will stop the wizards and found new boxes from coming up....it might however cause "cannot install" errors....Its worht a shot though
