Disable AutoSave/AutoRecovery Excel 2007 1

I've gone to Excel Options -> Save -> and unchecked Save AutRecover information every... and Unchecked Disable AUtoRecover for this workbook only.

However, When I open MyFile.xlsm, I still get a ~$MyFile file along side it. Should this have stopped after disabling the options? I even logged off and back in to my system, and it's still occurs. All help appreciated! thx
 

~$MyFile is the file that locks your open worksheet.
