Disable auto forwarding for select users

Thanks in advance for any help you can offer. We are looking for a way to disable email auto forwarding for select users. Basically half the company would be allowed auto forwarding, and the other would not. They are all on the same domain (company.com).

Any suggestions on how I can achieve this with users on the same domain?

Transport rules perhaps.
Apply rule to messages
from a member of distribution list
and if the message type is 'Automatic Reply'
Delete the message without notifying anyone.
