disa can't be turned off because there's no such concept in definity/communication manager software. if you mean auto-attendant, check your incoming calls routing and see what vdns/vectors are used there.
I think you might mean Remote Access. Do a "display remote access" If it is enabled it will show the remote access page. If it is permanently disabled then it will not show the page. If this is what you are looking for I would not permanently disable this feature. If the form is blank with no remote access extension than it is not being used.
