DirectX Problems

Ok, here's the problem. I recently downloaded and installed DirectX 8 on my computer and DirectX Media too. Whenever I run dxdiag though, my whole computer crashes unless I open up a DOS box in the background and then go back to windows (don't ask why I thought to do it, I just did). Once dxdiag finishes loading, I can go back and look at all the different settings. The only thing I noticed that was messed up is that on the Display Tab, it says I don't have any of the acceleration features. I'm running a Viper V770 AGP on a PIII 500Mhz with 128 megs of RAM. I've tried playing a game called Submarine Titans too, but that always crashes on me as soon as I try and start it. However, the weird thing is, when I test DirectDraw Acceleration and Direct 3D, they both work fine. I just can't enable either of them without my computer crashing. It makes games like
Unreal Tournament run so slowly it's not even worth playing anymore. My sound works perfectly and I have no other problems besides the ones I've mentioned, so I'm sure it's my video card that's messing up. I've already installed the latest drivers off the Diamond/S3 website that are Millenium
compatible, so that's not an issue. I've also tried uninstalling some of the different chip set drivers such as NVIDIA RIVA TNT2 drivers that they say are compatible with my card, but that doesn't help either. One more thing, I went to the Microsoft DirectX Site and and went to the troubleshooter which gave me a link to a page with drivers that they said should definitely work with DirectX, but that didn't work. Just recently, I reinstalled Windows ME and DirectX 8 with no go. And even swapping video cards, with one off of my friends computer that worked just fine didn't work. If anyone has any clues as to why this is happening, I'd really appreciate the help. Thanks a lot.
