Director Agent Upgrade Process Failure

I have tried using my Director server to upgrade the Agents on my network using the Director upgrade assistant under the software distribution task. Some local systems do upgrade others start the deployment, copy over the files and then die with an error 1638 message.

Anyone got an idea what causes this ?
