Direct to plate from PDF

Is it common for printers to request that PDFs be supplied as separated files when they go direct to plate? A few years ago I worked for a print broker and we'd send files to all our printers as composite file and they'd separate it. Now the last 2 printers I've worked with have both asked that I supply them with separations. Why would they be unable to separate the PDF if it's set up correctly (black + 1 PMS)?
 
We had a similar situation with one printer who told us they could not do separations from PDF. It turned out that they had an old copy of Acrobat - running under Classic on an OSX machine.

Some also simply might not know how to print the separations and don't want to learn - since they can have you do their work for them. Some do not even know about separation preview in later editions of Acrobat.

The problem for you is that, if somethig goes wrong, they'll blame you. If posssible explain to the account that the printer is quite behind the times and that you will not be able to guarantee the work since he's forcing you to do his work for him.
