Dimming Lights in after effects.....

I have a simple question. I am sorta new to after effects, and I was just wondering, these films, and comercials where the street lights, building lights, flicker on and off, can this be done with after effects? lemme set up a scene... a guy walking down the street, and the street lights come on one by one, can the street lights be controled in any way in AE? Thanks!

 
Sure you can do it in AE.

There are several ways to do it.

Sequencing the effect, keyframing the effect or scripting the effect could achieve the look you want.

You could also use a mask shape to wipe from one image to the next.
