Dilemma!!!!!

Does anyone have any reputable first hand evidence that a radeon 9600 graphics card or similar can successfully run on a 250w PSU powered pc for a length of time greater than a month at least!! The card does recomend 300w plus I have a second hard drive!! A new PSU is not an option!!
Any ideas!!

It's really hard to say. Good, brand-name power supplies are a lot better at providing consistent power than the cheap ones that are included with most PC cases. The cheap PSUs tend to be rated at the peak power that they are able to provide, while the brand names tend to be rated at the sustained level of power. So if you have a good 250 watt PSU, you might be able to get by where you otherwise would need a 300 watt PSU.

You problem is complicated by adding additional components besides what would be found in a bog-standard PC. If you google the term "power supply calculator" you'll come up with quite a few hits that can help you determine what it is you will need.
 
The key word here is "recommend". The video card requirement states that as a precaution. It is taking into account an above-average hardware configuration and the average power draw from the card itself.

I'm willing to bet it will run fine, as long as the PSU is of decent quality able to efficiently supply continuous current.

Try it. You will likely only see a system restart or power off as a symptom if the PSU becomes a problem.
