Digitally signed email

I am sending out to an external user a digitally signed email and everything has been set up. I can send out to them successfully but when they send back, they say they send back using the digitally signed email but when I receive it, it comes to me as ordinary email. I do not receive the email as digitally signed email back from them.

What is wrong?
