Digital Tie lines to non-Meridian PBXs?

Hi to all! We are trying to hook up a Nortel 11C TMDI T1 to a non-Nortel switch (an eOn Millennium) using tie trunks. This is in a classroom environment and the switches are co-located. Here's what we're getting:
From the Nortel, we pull far end dial tone by dialing the ACOD, but get immediate error tone on any subsequent valid dialed digit.
From the eOn, we pull far end (Nortel) dial tone by dialing the Trunk Route access code, but get immediate error tone on any subsequent valid digits.
But wait...
If, from the eOn, we dial the Trunk Route Access code followed by a 1,2 or 3, we can then dial an extension in the Nortel and connect and talk. Only 1,2 or 3 will do this. The rest of the digits get you re-order (error) tone.
We have no T1 alarms at either end which suggests that the span and signalling is correct.
One final clue, if we set up the eOn to ring a station when the tie line is siezed from the Nortel (rather than return a dial tone), the station rings fine.
It's just dialing that's a problem.
Any help will be much appreciated by us and by the Coast Guard IT's whom we are training.

in load 49 you need to build a alow table, if you'll notice the rdb you have these prompts toward to botton.

fac rest levels all set to table 0, without table 0 built you can't dial after acod. in load 49 you need one of these.

after the init prompt, alow, then you get a deny prompt to use if you want to deny a cetrain frl. this was used back when acod's were 9 and 8 and bars were a place people went to forget about work. you would deny 0 and 1 for acod 9 and alow only 0 and 1 for acod 8, then 8 was local and 9 was ld. then to restrict stations you used tgar/targ match to block cetrain stations from ld routes. if you had a tgar match, you get a busy after acod, before any digit..if tgar is turned on in 87..nctl

I have some additional info.
The re-order tone we hear after dialing the ACOD plus any aditional digit from the Nortel is coming from the far-end, not the Nortel.
Also, if we connect two Nortels together, the tie lines work just fine. (without any FRL data fill).
Additionally, if we connect two eOn switches together, the tie lines work fine as well.

I suspect that our DTN tones are distorting and that's why the far-end sends us re-order upon receipt of any digit.

We have attached a Sunset T1 Tester to the TMD1,but are not getting any helpful info.
