Digital phone extension issue

We are using Avaya CS 1000 system one of our digital (3904)extension showing busy when call to that extension but in system its shows idle however there is dial tone and can call from that extension
what will be the actual issue? kindly advice

FOUND THAT KEY 19 WaS PROGRAMMED CFW 16 CELL NUMBER WHEN DISABLED EXTENSSION BECOME NORMAL
